I'd argue Paul is more concerned with the morality of men than women — think of the gent sleeping with his stepmother in 1 Cor.
(Why is it that religions so often decide to police women (while persuading them it's what they, internally, want?) So often injunctions towards virtue, morality, modesty are directed to all adherents, of both sexes — and this initial spur to good behavior is so often enforced unequally, over time.)
